27k tokens eaten by MCP tools before I even start - is there a better way?

My Claude Code `/doctor` shows 27k tokens consumed by MCP tool definitions before I start:
* Playwright: 14k tokens
* Filesystem: 9k tokens
* Context7, IDE, Supabase: 4k tokens
**Questions:**
1. Can MCPs load conditionally in Claude Code? (hot-load mid-session)
2. Why is filesystem MCP 9k tokens for 14 tools - is this normal?
3. Do Skills prevent MCP schema loading or just gate usage?
**The current solution I am leaning towards:**
Config swapping (minimal/dev/testing modes) - will solve the bloat problem but will require manual interventions to swap the .mcp config when I need the larger tool set.
**Ideally i'd like:**
Some sort of Auto-detect task type or on-demand MCP loading via Skills.
Anyone solved this more elegantly? Share configs/hooks/plugins?
